David joined FBMC in 2011 and has more than 22 years of executive-level experience. He has an extensive background in employee benefits, finance, and capital management, which includes serving as the Chief Financial Officer of the Florida Lottery. While Deputy Secretary of the Florida Department of Management Services, David set the strategic direction and leadership of such workforce programs as the Florida Retirement System, Division of Human Resource Management, Division of State Group Insurance, and Human Capital Management. David also owned a management consulting firm and worked as an Executive Consultant for an international defense, security, and aerospace company. David specializes in executive level leadership of organizations in all facets of human capital management and finance. This includes Section 125 cafeteria plans, defined benefit and defined contribution retirement plans, and human resource policy in both the public and private sectors.
